I don't think there's ever been any indication how long it takes a Prince to put a planet together AFAIK the last time they were all doing it linear time hadn't even been invented yet, so the length of time literally could not be measured. We may never see Jyggalag again, not because he's not out there but because we're not interesting or important to a being like him and Oblivion is a VERY big place.
